Lynd council schedules clerk-treasurer interviews, approves 2025 budgets and adds probationary firefighter

Mayor Justin Guggisberg called the Lynd City Council’s Feb. 18 meeting to order and the council approved routine business, set interviews for the city clerk‑treasurer position and took several budget and personnel votes.
The council voted unanimously to schedule interviews for five finalists for the clerk‑treasurer vacancy. In a special screening earlier the council selected Joel Hammer, Contessa Baartman, Michael Sumerfelt, Jennifer DeRuyter and Marie Schuelke; interviews are set for March 10 beginning at 5 p.m., the council said.
Council members approved the minutes from Jan. 21 and adopted the agenda with added items for the public works and clerk reports. The body approved January financial reports and accounts payable, noting a negative balance in the Fire Department fund. The council approved 2025 budgets for funds 205, 206, 207, 210, 225, 230 and 601–604.
City Clerk Sue Paradis reported a January water‑loss ratio of 9 percent: the city billed residents for 637,098 gallons while LPRW billed the city for 703,000 gallons. Paradis also said city auditor Sara Oberloh will conduct fieldwork for the 2024 audit on Feb. 24–25.
Fire Chief Dillon Schultz reported one call in January. Josh Johnson presented a five‑ and 10‑year plan for Lynd Fire and Rescue. The council approved the appointment of Lincoln Graven to Lynd Fire and Rescue on a six‑month probationary status after a motion from Councilwoman Shantel Williams and a second from Councilman Jerry Sodemann; the motion passed unanimously.
Sergeant Adam Connor presented the January law‑enforcement report, calling the month uneventful; the council approved the sheriff’s report unanimously.
Public works staff member Dillon reported on Infinity Hills pump No. 2: a quoted pump rebuild would cost $18,622 while a new pump was quoted at $28,684. Dillon said the current pump is rated for 208‑volt service but the feed is 240‑volt, so rebuilding would not resolve the electrical mismatch; a temporary 240‑volt spare from Sacred Heart was installed. Council members deferred final action on the pump until the March meeting. Dillon also reported RDO has parts for the payloader blade and that he has been called for jury duty beginning April 15 for a four‑month period.
Councilman Josh Bruley raised Duininck Inc. pavement quotes: $155,998 for a Lynd Public School parking‑lot reconstruction and $105,387 for a town mill‑and‑overlay with full replacement areas. Bruley said he will contact the school to confirm interest; if the school declines, he will request a revised bid excluding the school parking lot.
The council discussed a property at 301 W. Railroad St. scheduled for a Lyon County forfeited‑land sale in April 2025, with a starting bid of $8,523.67. City Attorney John Engels warned that the city would be restricted from reselling a forfeited purchase directly; someone else could buy and later resell to the city. The Lyon County Board of Commissioners will consider forfeited properties at its April 16 meeting.
A Bremer Certificate of Deposit for $25,990.21 matures March 30, 2025; Clerk Paradis said she will collect current bank rates before the March meeting. The council assigned committee representation for roads (Josh Bruley and Shantel Williams) and EDA (Justin Guggisberg and David Reaves).
The council adjourned after approving the night’s motions by unanimous vote. The clerk‑treasurer interviews remain scheduled for March 10 at 5 p.m., and several items — notably the Infinity Hills pump decision and Duininck quote — were left for further action at the March meeting.
