Long Prairie council approves PFA loan applications for water projects and several infrastructure pay applications

The Long Prairie City Council on March 11 approved resolutions and motions to advance multiple infrastructure projects, including applying for state revolving loans for drinking water improvements and a water tower project, and approving pay applications for recent public‑works contracts.
Council adopted Resolution No. 26‑03‑11‑07 to apply to the Minnesota Public Facilities Authority Drinking Water Revolving Fund for water treatment plant improvements. The city estimated the loan amount at approximately $2,092,500. The resolution affirms the city has the legal and managerial capacity to apply and, if approved, to use loan proceeds to reimburse prior construction expenditures.
The council also adopted Resolution No. 26‑03‑11‑08 to apply for PFA funding for water tower improvements, estimating the project at about $976,375. The council amended that water‑tower action to authorize engineering firm Bolton & Menk to advertise bids and to include LED lighting as an optional bid item that council may remove later.
On contracting and payments, council approved Pay Application No. 3 to Jeff Leyk for $6,271.30 as final payment for Riverside Park Phase I. The final contract exceeded the original by $2,396.05; Change Order No. 1 covers the additional compliance work and native grass seeding requirements. Council approved Pay Application No. 10 to C & L Excavating for $6,710.26 for Main Lift Station Improvements and approved interfund transfers for 2025–2026 fund accounting.
The council also approved staff travel and training attendance requests, including MMBA (April 18–21), the Minnesota Municipal Clerks Institute (May 4–8), and the MCMA annual conference (April 29–May 1). The meeting adjourned at 9:01 p.m.
