Mountain Lake council approves consent agenda, hires contractor building official and authorizes $44,500 land purchase

The Mountain Lake City Council on May 4 approved multiple consent and administrative items, including payment of bills, personnel updates, a contractor agreement to provide certified building-official services, a $44,500 land purchase and a resolution to terminate the Midwest Municipal Gas Agency agreement.
Council Member Bryan Bargen moved and Council Member Darla Kruser seconded approval of the agenda and the consent agenda, which included checks (#29935–29967; 1802E–1816E), payroll (#69492–69506), approval of April minutes and reports, and rehiring Jacob Samdal as a temporary police officer effective May 5, 2026. The motion carried 5–0.
The council approved an independent-contractor agreement to retain Matt Fast as the city’s certified building official following the announced year-end retirement of Building Official Steve Carson. Council Member Darla Kruser moved to approve the contractor agreement; Council Member Bryan Bargen seconded and the motion carried 5–0.
Council also approved the purchase of Parcel ID 22.413.0030 for $44,500 (motion by Kruser; second by Jeff Jack), and discussed whether to move the property-tax-review process toward an Open Book model; members expressed concerns about current assessment metrics and favored retaining the Board of Review with public hearings.
In a separate vote, the council adopted Resolution #9-26 to terminate the Midwest Municipal Gas Agency agreement to facilitate dissolution, following a recommendation from the agency’s member representatives (motion by Kruser; second by Ysker; carried 5–0). Council members also approved an update to the city personnel policy to reflect changes in Minnesota paid-family-leave law (motion by Ysker; second by Jack; carried 5–0).
Council members raised concerns about prevailing-wage requirements and tax status in a power-plant bidding process involving Barr Engineering and asked the City Attorney to address those matters at a special meeting. The council received roundtable updates on board and commission activity and adjourned at 7:02 p.m.
