Maquoketa City staff says utility project at 60% design; bids expected in March

Maquoketa City Council heard a progress report on a planned utility reconstruction project, with staff saying the design is about 60% complete and that 90% and 100% milestones should be reached within the month.
“We're at the 60% completion phase. We'll reach 90% then 100% within the month and then we'll be bidding this project hopefully with the return for bid results back to you at some point in March,” a staff member said during the Jan. 5 meeting. The engineer asked staff not to distribute the full plan set at this time.
The staff presentation summarized a public Q&A session held with full attendance and material laid out on tables for residents to review. “We had our full plan sets out here on tables and we invited anyone that come and both rows were full,” the staff member said. Staff said residents raised routine concerns about sewer line disruptions and how homeowners would access their properties and receive trash service while streets are dug up.
Staff also referenced a 2022 inventory of service lines and said only one potential lead service line was identified along the project route. They advised residents who are concerned about construction damage to consult their insurance policies.
City staff explained the city’s standard practice on pavement restoration—work typically covers five feet behind the back of curb—and asked residents to notify the city of any underground features that should be noted before construction begins.
Why it matters: the reconstruction will involve street excavation and utility relocations that can affect access, trash service and driveway use for nearby residents. Council members were told the city will continue refining plans, soliciting contractor input in bid documents, and return to the council with bid results.
The council did not take formal action on the project design at the meeting; staff said they will return with updated drawings and procurement results as milestones are met.
