City planning staff described the site as part of the Thomas Shaw subdivision in southern Independence, noting an approximate lot size of 11,700 square feet and a combined duplex floor area of roughly 2,900 square feet. Staff said the proposed use complies with the city’s density limitations and recommended approval with standard conditions for a short‑term rental.
Alicia Gibson, a property manager with Bear BNB who said she was representing the applicant, told the commission the applicant amended the packet request to treat one ground‑floor recreation room as a fourth bedroom. "We are asking it to be a 4 bedroom total, with 8 adults and then up to 2 small children, so the 10 maximum," Gibson said. She added Bear BNB manages about 120 short‑term rentals in the Kansas City metro.
Commissioners asked whether the fourth room met the city’s bedroom criteria. Staff apologized for an omission on a presentation slide and clarified the packet requests approval as a four‑bedroom unit; staff explained the city evaluates bedrooms on means of egress (window size for fire safety) rather than whether a room contains a closet.
No members of the public spoke for or against the application. Commissioner O'Neil moved to approve application 264075; the motion carried 7–0. Commissioners Nesbitt, Ferguson, Ashbaugh, O'Neil, Torres, Young and Chair Wylie voted yes.
The approval authorizes short‑term rental use of one side of the duplex under the conditions listed in the staff packet. The commission moved on to the next case on the agenda.
