Board reviews bylaw allowing removal after three consecutive absences

At a recent Pleasantville Public School District board meeting, the clerk read aloud bylaw 0145, which sets the process for removing a board member who misses three consecutive meetings without good cause.
The clerk said, "Pursuant to your bylaw 0145, board member resignation and removal, A member who fails to attend 3 consecutive meetings on the board without good cause may be removed from office on the affirmative votes by majority of the remaining board members provided that... notice of the proposed removal was given to the affected member at least 48 hours in advance of the meeting at which the vote will be taken." The clerk added that the removal was proposed tonight and that any formal action could be taken at the following meeting.
The chair asked that the board try to determine why the member missed the meetings so the affected member would have an opportunity to explain. "So can we find out why he missed those meetings?" the chair asked; the clerk replied that providing notice is intended to allow that discussion.
No removal vote was held during the session. Board members discussed procedure: the clerk indicated the notice and the requirement that the removal be proposed at the immediately previous meeting are prerequisites to taking a vote. The chair and other members framed the next step as notifying the affected member and scheduling any formal action for the next meeting.
The matter remains a procedural item: notice will be given and the board may consider a removal vote at its next meeting. The board did not take further action during this session.
