Speakers question $400M GRTC BRT rationale and raise zoning concerns at VMFA-adjacent site

Speakers during the LUHT public-comment period urged greater transparency and administrative clarity on two separate land-use and transportation concerns.

Rich Souser, a public commenter, criticized the city’s approach to large infrastructure requests and urged more context from departments before seeking state funding. Souser singled out GRTC’s North–South Bus Rapid Transit project, saying the transit agency’s justification for the roughly $400,000,000 project was "skimpy" and that a contractor study and code-refresh changes appear to have downgraded development and density projections. "It looks like the $400,000,000 could be better invested," Souser said, calling for better upfront briefings to the committee and council.

Thomas Courtney, a neighbor of the VMFA Grove Avenue storage facility, outlined several unresolved administrative and land-use matters related to the site: unclear zoning classification, questions about the relationship between plan-of-development approvals and later site activity, landscaping and maintenance complaints filed via 311, and reports of apparent operational use before a temporary or final certificate of occupancy or zoning completion. Courtney asked the committee to ensure the record is clear and to prevent operational use before required administrative approvals are publicly confirmed.

Committee members did not take formal action on these public comments during the meeting; both issues were recorded in the public comment period for potential follow-up by staff or the relevant departments.
