Staff said the city would lead permitting and look to structure easements or maintenance agreements where necessary; if some property owners do not participate, staff said it will develop alternative scenarios to define how far the project can extend. The project would also consider economic development opportunities for participating properties.
Board members asked whether the consultants would present to this board; staff said yes and outlined plans for kickoff meetings and follow‑up consultations. Staff also updated the board on related items: the Waterfront Park grand opening scheduled April 11 and a separate marina redevelopment project advancing through HDC and TRC toward a bid schedule in early April with construction expected after the Shrimp Festival.
The board did not take a vote on the Harbor Master Plan at this meeting; staff said the consultants will return to brief the board as the planning work proceeds.
