Long Prairie council sets public hearing on street vacations, approves $47,616.60 change order and contracts

The Long Prairie City Council on Oct. 16 set a public hearing for Nov. 20 to consider vacating streets and alleyways around 2nd Ave NE, 4th Ave NE, Marquette St NE and 9th St NE, and approved a $47,616.60 change order to the CSAH 38/56 road project, among other items.
Council member Jim Kreemer moved to adopt Resolution 23-10-16-25, calling for the Nov. 20 hearing; Council member Clint Krueger seconded and the motion carried unanimously. The council directed the city administrator/clerk to publish, post and mail notice as required by Minnesota law.
The hearing sets a formal opportunity for affected property owners and other residents to comment on the proposed vacation of city streets and alleyways. The petitioners named in the record are Jamie Flan, Robert Stein, Gould Construction and Linda Kielty; the council did not take final action on the vacation at this meeting.
City Administrator Theodore (Ted) Gray presented Change Order #8 for the CSAH 38 and CSAH 56 project, describing work that includes temporary bituminous tapers before the final wear course in 2024, expansion of a bituminous driveway to correct a drainage issue, and a culvert repair at 17 Riverside Drive. Council member Jim Kreemer moved to approve the change order in the amount of $47,616.60; Council member Lilah Gripne seconded and the motion carried unanimously.
On personnel items the council approved two Police Officer PERA (Public Employees Retirement Association) declarations. Resolution 23-10-16-23 declares that the police officer position held by Lateshia Harden meets Minnesota Police and Fire membership requirements; Council member Jim Kreemer moved and Council member Lilah Gripne seconded the motion, which passed unanimously. Resolution 23-10-16-24 performs the same declaration for Melissa Morazan; Council member Clint Krueger moved and Council member Jim Kreemer seconded, and the motion carried unanimously.
The council also approved two snow removal truck rental contracts: Chad Twardowski Excavating Inc. and Ron Twardowski Trucking, each at $125 per hour with a $500 minimum charge. The council acknowledged the Long Prairie Combined Fund Raffle. A purchase request from Jamie Flan for 390 9th St NE was tabled until the Nov. 6 meeting after a motion by Council member Jim Kreemer and a second from Council member Clint Krueger; the motion carried unanimously.
Administrator Gray told the council that the city’s 2024 health insurance renewal will reflect an approximate 3.2% increase; the council did not take final action on the renewal at this meeting.
The meeting concluded with a motion by Council member Jim Kreemer, seconded by Council member Lilah Gripne, to adjourn at 7:40 p.m.
