Maquoketa City Council adopts no-parking ordinance, buys used ambulance for sewer work and approves equipment repairs

Maquoketa — The Maquoketa City Council on Jan. 5 approved several municipal actions and heard a progress report on a neighborhood street and underground utility project.
Mayor Tom Messerli called the meeting to order at 6:00 p.m. and the council approved the agenda. City Manager Joshua Boldt told council members that WHKS engineers are about 60% complete on plans for an underground utility and street overlay project affecting portions of Erie, Eddy and South Niagara streets, and — if the budget allows — a section of Washington Street. Boldt said the engineering work is expected to reach 100% by the end of January, that letters were mailed to affected residents and that an open house was held to address questions including how the project team will handle Orangeburg piping if it is encountered.
On motions that carried unanimously, the council approved a broad consent agenda that included the Dec. 15 regular meeting minutes; payment of bills totaling $367,473.92; renewal and ownership-amendment filings for retail alcohol licenses for Fareway Stores, Inc., Casey’s Marketing Company and KWIK Trip, Inc. (stores #212 and #894); and a slate of reappointments and appointments to boards and commissions. The consent agenda also reappointed Josh Collister as mayor pro tempore and recorded several other board and commission assignments.
The council took expedited action on Ordinance No. 1255, which adds a new sub-section to Chapter 69.08 of the Maquoketa Code of Ordinances establishing No Parking Zones. After holding a second reading, the council suspended the rules to proceed to a third reading and adopted the ordinance on unanimous votes.
Council members also approved Resolution No. 2026-01 authorizing purchase of a used ambulance for $12,000 from Community Ambulance Service to store and transport Water & Wastewater Department sewer-scoping equipment. Schwoob explained the vehicle — sourced from Preston-Miles — provides mounting and storage for the necessary tools and can run a generator, making it practical for field work.
The council approved payment of $13,459.07 to Daryl’s Mobile Service to repair dump truck #41 after issues were identified in a Department of Transportation inspection that could not be repaired in-house. Boldt thanked Hopson and the Public Works crew for keeping overall repair spending low; council documents show the crew spent $6,007 to date against a $55,000 repair budget. Hopson said the DOT inspection necessitated work that could not be completed by city staff.
The meeting ended with a motion to adjourn at 6:17 p.m. The engineering team for the street and utility project expects to deliver final plans by the end of January, at which point the council and staff will proceed with next steps including resident notifications and construction scheduling.
