The Long Range Planning Committee met June 23 to review consultant recommendations for revising the Conservation Land Development (CLD) section of the Rye Zoning Ordinance (Section 190‑4.3). Consultant Vanessa Farr of Haley Ward outlined ideas to simplify the regulation and shared model resources from other New England communities.
Farr urged simplifying the overall regulation to make CLD provisions easier for developers to access and apply. Committee members raised several specific issues for further work: whether to reduce the minimum acreage required to qualify for a CLD, how to calculate a yield plan under a revised rule, and how to preserve local character so new developments “fit within the vocabulary of the community.” Several members also voiced concern that easing thresholds could lead to increased density.
Farr pointed the committee to the Maine PlaceCode Library and the Incremental Development Alliance as potential sources of model language and illustrative examples that could inform drafting. The committee agreed Farr’s experience and examples were helpful and scheduled a follow‑up meeting on July 27 at 1:00 p.m. to continue work before any draft is sent to the Rules and Regulations Committee for formal consideration.
