The Harvey City Council on Monday opened and quickly closed a public hearing on a proposed property tax rate for fiscal year 2026–27 and adjourned without taking substantive action.
Mayor Kelly Cooper presided over the special session at the Harvey Community Center. Council Member Dennis Seibert moved to approve the meeting agenda; Adam Dubois seconded and the motion carried unanimously.
Seibert then moved — and Council Member Scott Starmer seconded — to open a public hearing on the proposed FY 2026–27 property tax rate. Resident Amy Leeper Robbins asked what rate was being proposed. City Clerk Jennifer Geery replied, “the proposed property tax rate was 8.70798.” No other comments were offered during the hearing.
After the single question and response, Council Member Adam Dubois moved to close the public hearing; Seibert seconded and the motion passed on a unanimous voice vote. Council Member Scott Starmer moved to adjourn; Donald Nilius seconded and the council adjourned with all ayes.
The hearing record notes that no action was taken on the rate during the session. The council did not vote on the proposed rate at the meeting; any subsequent action or adoption of a final rate was not specified in the minutes.
