Harvey City Council adopts FY 2026–27 budget, approves personnel and routine resolutions

The Harvey City Council meeting on April 13, 2026, presided over by Mayor Kelly Cooper, approved the city’s Fiscal Year 2026–27 budget and a package of routine measures. Council member Dennis Seibert moved to adopt the FY 2026–27 budget (Resolution 1-4-13-26) and Leonard Geery seconded; the motion carried with all ayes.
The council also closed a public hearing and approved an amendment to the FY 2025–26 budget (Resolution 2-4-13-26) after no public comments. The meeting record shows approval of prior meeting minutes and the March 2026 financial report.
On personnel and expense items, the council approved Resolution 4-4-13-26 for a partial internet reimbursement for the City Clerk; recorded votes were ayes from Council members Adam Dubois, Donald Nilius, Dennis Seibert and Scott Starmer, with Council member Leonard Geery recorded as abstaining. Resolution 5-4-13-26, granting a 5% salary increase to City Clerk Jennifer Geery, was approved with the same recorded abstention by Geery. Resolution 6-4-13-26, approving mileage reimbursement, was approved and recorded similarly.
The council approved Resolution 3-4-13-26 naming city depositories and authorized signers, and approved renewal of the city insurance through ICAP. A Kinetic permit request was also granted. For event and operational items, the council set City-Wide Clean Up Day for Saturday, June 13, 2026, from 7:00 a.m. to 11:00 a.m.; that motion passed with ayes from Dubois, Geery, Seibert and Starmer and a nay from Nilius.
The council set public hearings to consider sale of two city-owned parcels: a hearing on proposed sale of 411 Main Street, Harvey, IA 50119 was scheduled for Monday, May 11, 2026 at 6:00 p.m., and a hearing on proposed sale of 301 Second Street, Harvey, IA 50119 was scheduled for May 11 at 6:15 p.m. Resolutions related to disposal of an interest in those properties (Resolutions 7-4-13-26 and 8-4-13-26) were approved; Resolution 8-4-13-26 recorded a nay vote from Council member Dennis Seibert and ayes from Dubois, Nilius, Geery and Starmer.
The meeting record shows unanimous approval where noted and lists individual vote tallies where recorded; no public comments were entered during the budget hearings. The council approved payment of March bills and adjourned.
Next steps: public hearings on May 11 will allow public comment on the proposed property sales, and the adopted budget documents will be posted as the city moves into the new fiscal year.
