Madelia City Council approves 2024 audit, hires utility manager and schedules cannabis ordinance hearing

The Madelia City Council met on April 14, 2025, and unanimously approved a package of routine actions, including adoption of the 2024 audit, personnel appointments and scheduling a public hearing on a proposed cannabis ordinance.
Mayor Cody Eager called the meeting to order. After approving the consent agenda with one additional administrative item, the council voted on a series of discrete motions covering permits, personnel, capital repairs and hearings.
Among the actions approved: the council adopted the 2024 audit; approved a lawful gambling premises permit for the Madelia Fire Department Relief Association at Embars Bar and Lounge; approved a special event resolution for St. Mary’s Parish bingo and raffle on April 25, 2025; accepted vendor quotes from Boyum Window & Siding for new windows at the library ($16,414.45) and at the rental building known as Gina’s ($7,339.50); approved Fire Department Standard Operating Procedures; and approved food truck applications submitted for 2025.
The council also approved hiring Wade Johnson as Public Works Utility Manager and confirmed John Tierney as Wastewater Superintendent, noting the minutes state Tierney "passed and now holds a Class B Wastewater License." Council members scheduled a public hearing on Ordinance 115 (cannabis) for May 12, 2025, at 6:00 p.m. and set a Planning and Zoning public hearing for April 28, 2025, at 4:30 p.m. The council approved multiple variances to be considered at that hearing and voted to ban parking on the west side of Buck Avenue South between 1st and 3rd streets.
