They're a weaker window, less secure," Matt said, explaining the change in specification to casements for better efficiency and security. Council members discussed the procurement history: staff reported only one responsive bid was received (a second expected bidder, Schmidt, did not submit a proposal) and the city had delayed action pending additional bids. With no additional responsive offers, council approved the single responsive quote by voice vote.
