The chair said municipalities cannot impose their own cannabis excise tax but may set license fees; the chair described the state allocation of cannabis receipts as 20% to a local government cannabis aid account and 80% to the state general fund, with the local share split between cities and counties.
Board members discussed population‑based license limits (the chair said roughly one license per 12,500 residents) and whether a municipal license would affect that cap. The board agreed to address the topic thoroughly rather than ad hoc and scheduled a dedicated public workshop at the next workshop/meeting on the 14th; the chair said the board should have at least a decision by the next UBA meeting in April about how to proceed.
No formal local licensing rules were adopted at the meeting; the board asked staff to draft options for zoning, fee structures and administrative processes for consideration at the workshop.
