Winthrop council approves consent agenda, schedules Oct. 1 public hearings on multiple ordinances

The Winthrop City Council on Sept. 3 approved the agenda and a consent package that included prior meeting minutes, current bills and financial reports, and a set of year-end and street-related resolutions (Res. 25-06 through Res. 25-12). Several public hearings and First Readings were scheduled for Oct. 1, 2025, at 6:30 p.m. at Winthrop City Hall. The 2024-related ordinance package (Ord. 216–223) covers items such as bond requirements for city officials, electronic meetings, municipal budget preparation, publication of minutes, fire department citation authority, nuisance rules for adult establishments and pedestrian regulations. The 2025-related package (Ord. 224–229) includes provisions on compensation for volunteer emergency providers and dual service of council members, retail alcohol licensing, service animals, publication requirements for public hearings, tobacco regulations and fireworks/Iowa Code updates. Council also set hearings for Ord. 215 (special sewer rates), Ord. 230 (golf cart ordinance) and Ord. 231 (restricted residence permits requiring a licensed survey for permanent structures less than five feet from the property line).
The meeting included public comments: Joni Brace of 354 W. Monroe reported a property drainage issue and was told the city has contacted a contractor and is awaiting installation of drainage tile; Gary McElroy raised questions about sheriff-sale and nuisance-property procedures for 455 W. Adams. The council acknowledged a $8,498.58 grant from the Buchanan County Health Trust to purchase an ADA chair lift for the municipal swimming pool.
