Winthrop council directs clerk to draft golf-cart ordinance with age, route and time limits

The Winthrop City Council voted Aug. 6 to direct City Clerk Mary Ryan to prepare an ordinance regulating golf-cart operation in the city. Council Member Brian Kelchen moved the directive and Council Member Melissa Hesner seconded; the motion carried with all ayes.
The proposed ordinance, as described by the motion, would allow only drivers aged 16 or older who hold a valid driver’s license to operate a golf cart. It would prohibit operation on 1st Street and 220th Street, ban driving on the walking trail, set operating hours between sunrise and sunset, and impose parking restrictions and penalties for violations. The council asked the clerk to include other miscellaneous restrictions and enforcement language in the draft.
Council members framed the measure as a traffic- and pedestrian-safety step; the council did not adopt an ordinance at the meeting but instructed staff to draft the text for later consideration. The clerk will prepare the ordinance language for a future meeting where the council can consider first reading, public comment and any amendments.
No vote totals by individual member were recorded beyond the meeting note that the motion passed "all ayes."
