Winfield council approves contractor pay application, renews two liquor licenses and discusses school traffic and library move

The City of Winfield City Council on Sept. 11 approved a contractor pay application, renewed two liquor licenses, and authorized staff training while discussing school traffic controls and plans for a library relocation.
Mayor Willie Bender presided over the meeting and confirmed council members Jennifer Lemke, Brandy Smith, Matt Hernandez, David Pieart and Randy Redlinger were present. The council approved the meeting agenda and the consent agenda, which included bills and minutes from the Aug. 14 meeting plus two Wemiga Waste invoices totaling $9,901.20 for July and August garbage services.
The council unanimously approved Pay Application No. 11 for the Boomerang project. Councilmember Brandy Smith moved the pay application and Councilmember Matt Hernandez seconded; the motion carried 5-0. The meeting record lists the pay application approval as a routine payment authorization.
Council also approved submitting an application for Deputy Clerk Lisa Rees to attend Henry County Leadership Classes. The motion (moved by Councilmember David Pieart, seconded by Jennifer Lemke) passed 4-1, with Councilmember Matt Hernandez casting the lone dissenting vote.
On library planning, Jennifer Lemke and David Pieart volunteered to serve on a committee to develop renovation plans for the library’s new location at the Pilot Grove Savings Bank. Lemke is scheduled to attend a space-planning workshop with the librarian in October to help shape the layout and requirements.
Angie Oepping reported that a real estate broker had asked about a right-of-way running through farmland northwest of the lagoons that is up for sale; the council took no action on that inquiry during the meeting.
The council discussed a request from Winfield School about traffic and parking: the school is considering a portable four-way stop at W. Central and Clark and asked about adding more handicap parking spaces (there are currently two along the south side of the lobby entrance). Mayor Bender said he would meet with Principal Gaige Gill to discuss adding an entrance and exit sign for the parking lot, removing parking on W. Central between the two entrances if appropriate, and where additional handicap spaces should be located. He noted that if the changes involve a city roadway, the city would be responsible for approval and placement; if inside the school parking lot, the school would be responsible.
The council approved liquor-license renewals for El Mariachi 2 and Dollar General on separate motions by Councilmember Jennifer Lemke, seconded by Brandy Smith; both votes were 5-0.
Council approved moving the October 2024 council meeting to Wednesday, Oct. 16 at 5 p.m. The meeting record also shows no update under old business on the property at 306 E. Ash. Mayor Bender told council members the EMS vote passed with 92% in favor.
The meeting adjourned at 6:23 p.m.; the next regular session is scheduled for Wednesday, Oct. 16, 2024 at 5:00 p.m.
