Winfield council approves multiple fiscal resolutions and WWTP pay application; sets salaries with one dissent

At its July 10 meeting, the Winfield City Council approved several financial and administrative measures, including fund transfers for the fiscal year ending 2024, appropriations for fiscal year 2025, an EMS resolution and payment of a wastewater treatment plant pay application.
Resolution 16-2024 (transfer funds for FYE 2024) and Resolution 01-2025 (appropriate funds for FYE 2025) were each approved on motions by Jennifer Lemke, seconded by Brandy Smith, with unanimous 5–0 votes. Resolution 03-2025 concerning Henry County EMS was approved on a motion by Matt Hernandez, seconded by David Pieart; vote 5–0.
Resolution 02-2025, which sets salaries for FYE 2025, passed after discussion by a motion from Brandy Smith, seconded by David Pieart; the motion passed 4–1 with Jennifer Lemke recorded as the lone no vote. Council requested staff to prepare analysis showing how a 3% employee pay increase would affect the budget.
The council also reviewed the wastewater treatment plant progress report and approved pay application #9 on a motion by Matt Hernandez, seconded by David Pieart; vote 5–0. City Clerk Angie Oepping reviewed findings and recommendations from the fiscal year 2023 annual examination during the meeting.
