Winterset council unanimously approves parking delay for Redeemer Church, supports farmers market and names Highway 92 for George W. Carver

The Winterset City Council on Feb. 2 approved three community-focused resolutions and completed routine business in a unanimous vote.
Resolution No. 2026-06 allows a temporary suspension of municipal paving requirements for the area labeled “Future Parking” at Redeemer Church for a period of four years. The resolution indicates the church will use a rocked (gravel) base as an interim surface that will later serve as a foundation for Portland cement concrete (PCC). The resolution states an estimated 25% of the remaining paving will be completed annually until full compliance, and it cites applicable municipal-code provisions governing parking and paving.
Resolution No. 2026-07 approves the Madison County Farmer’s Market’s use of the Madison County Courthouse lawn for the 2026 season, scheduled Saturdays from May 9 through Oct. 3, 8:00 a.m. to 12:00 p.m., with vendor setup and teardown windows specified. The resolution notes vendor insurance requirements of at least $300,000 liability per vendor and that the market maintains $1,000,000 in liability coverage and that vendors are required to remit applicable Iowa sales taxes.
Resolution No. 2026-08 designates Highway 92 (mile marker 107 to mile marker 130) as the “George W. Carver Memorial Highway,” citing Carver’s ties to Winterset and Indianola and directing the city to transmit the resolution to the Iowa Department of Transportation, surrounding counties and municipalities, Simpson College and Phi Beta Sigma Fraternity, Inc., to coordinate signage and educational materials.
Council also approved the consent agenda and claims totaling $225,237.00 earlier in the meeting. City Attorney Rosien acknowledged guests, including the Friends of the Parks and Recreation board, and the meeting adjourned at 8:02 p.m.
