Council Member Christopher Fairholm moved to adopt the agenda; Michael Cook seconded and the vote was unanimous. The consent agenda (including City Council minutes from Jan. 5, 2026, Utility Board minutes listed in the agenda as Dec. 15, 2026, and a Class B retail alcohol license renewal for Dolgencorp LLC) was approved on a motion by Council Member Mike Fletcher with Michael Cook seconding. Council Member Mary Ann Orr moved to approve the claims; Mike Fletcher seconded and the roll-call vote was unanimous.
In public comment three residents asked the city to allow placement of stockpiled snow in an alternate location, citing muddy runoff that soils vehicles and animals and refreezing that creates slipping hazards. The council heard reports from Ryan Marquardt of the Madison County Development Group on strategic‑planning assistance and a state labor‑shed study; a written airport board report from Dave LaGrange; and updates from Wastewater Superintendent Nic Smith and STRAND project manager Taylor Hopper on WWTF operations and construction.
Administrator Andrew Barden provided a legislative update noting pending state proposals to cap revenues and offer tax freezes or abatements for seniors that could limit spending by local taxing authorities. He also presented four draft ordinances related to posted speed limits, right‑of‑way, parking and zoning; a resolution to set a Feb. 2 public hearing date will be presented after attorney and Planning & Zoning review.
With no further business, the council adjourned at 7:41 p.m.
