Winterset council approves $506,907 in claims; departments report street sweeper, parks fundraising

The Winterset City Council on Jan. 5 approved claims totaling $506,907.10, adopted the consent agenda that included appointing Jon Jacobson to the Winterset Airport Authority and heard departmental reports on street operations, parks projects, the library and public safety.
Council Member Mary Ann Orr moved to approve the claims list, Council Member Michael Eller seconded and the council approved the payment list by unanimous roll-call vote. The claims list includes line items across municipal funds (police, fire, administration, road use tax and sewer funds), engineering fees for the wastewater treatment facility improvement project (Strand Associates Inc., $63,025.57) and a series of TIF tax rebate payments (examples listed in the minutes include Kading Properties LLC $80,403.35 and Hy-Vee Inc $53,730.50).
Street Superintendent Ryan Flaherty told the council the city has taken delivery of a new street sweeper that will enter service after staff complete training; he also provided a three-year review of snow-removal costs and noted recent cleanup of snow piles and intersection clearing. Library Director Dave Hargrove reported programming and small‑meeting-space design work, and said the library’s "Noon Years Eve" event drew more than 220 patrons. Park & Recreation Director Sky Smothers reviewed engineering and bid‑letting for Giffin Fields, the prioritization of utility improvements to support the planned Field House/police department project on the east side of town and reported that Friends of Parks and Recreation are close to meeting their fundraising goal for George Washington Carver Park.
Fire Chief Jayson McDonald summarized monthly calls (eight for the month; 182 year-to-date). Police Chief Ryan Pittman presented an annual report noting community engagement programs including "Shop with a First Responder," staff training, program expansions and an open officer vacancy. Code Enforcement Officer Hollie Burgus reported 12 rental inspections for the year and introduced a forthcoming interactive online platform that will allow residents to explore code topics and related ordinances. City Administrator Andrew Barden summarized administrative work including end-of-year FOIA requests, a staff potluck, receipt of a $1,000 grant for street barricades and the launch of Front Desk online utility accounts.
The council also approved the consent agenda, which included minutes from Dec. 15, 2025 and Parks and Recreation Board minutes from Dec. 10, 2025, and appointed Jon Jacobson to the Winterset Airport Authority. No members of the public signed up for the public-comment portion of the meeting. The council adjourned at 7:47 p.m.
