Public Works Director Mr. Flake recommended the board award contract B26‑04‑001 for Starlight Pavement Reconstruction Phase 2 to the lowest responsive bidder. Flake told the board the project drew seven bids and the apparent low bidder was listed in the record as 'JUDCO' (the record includes a later spelling 'JEDCO'); staff said the winning bid fell slightly below the engineer’s estimate and noted the bidder intends to use multiple local contractors for materials and subcontracting.
Flake said staff checked references from other Arizona projects and reported positive performance assessments. Based on those checks, staff recommended awarding the contract to the low responsive bidder and the board approved the motion by voice vote after a motion and second.
Board members thanked Public Works and expressed appreciation that the contractor expects to use local labor and materials. No protest or bid challenge was recorded during the meeting.
