Winfield council approves wastewater change order, pool manager pay increase and other measures

The Winfield City Council met Dec. 11 and approved a series of project, finance and personnel items, voting unanimously on each recorded motion.
Council approved Change Order #4 for wastewater treatment plant improvements and accepted the contractor's Pay Application #14, actions the council said will keep the WWTP project moving through its current contract phase. The measures passed on recorded 5-0 votes.
The council also amended the pool manager contract to raise Jill Townsley’s hourly rate to $16 and approved Resolution 09-2025 authorizing fiscal-year fund transfers for 2025. Members approved financing of approximately $30,000 for a tractor on a four-year term (with the other half paid from the Road Use Fund) and adopted a 90-hour compensatory time cap for employees; each of those items passed on 5-0 recorded votes.
Mayor Willie Bender thanked council members for their work over the year and closed the meeting with seasonal wishes. Staff were assigned follow-ups on nonroutine items: JR Herrick will contact Alliant about options to mitigate a pool light that a resident said shines onto her property, and will also contact the property owner at 306 E Center after the council declined to forgive a final water bill and found there remained an accessible water line despite a disconnected meter.

The council also heard departmental notes that the library received a $5,000 donation for new computers (funds placed in a certificate of deposit) and that the school received a grant from Enhance Henry County for Bluetooth speaker systems in classrooms and locker rooms; SRO Scott Roen was noted as attending that awards ceremony.
The meeting adjourned at 6:37 p.m. The next regular session is scheduled for Jan. 8, 2025 at 5:00 p.m.
