Winfield council advances wastewater project, approves sewer bond resolution and contractor payments

The Winfield City Council on Oct. 16 adopted Resolution 06-2025 authorizing a loan and disbursement agreement and the issuance of General Obligation Sewer Improvement Bonds, Series 2024, to finance wastewater treatment plant upgrades.

HR Green representative Matt Wildman updated the council on construction timing and supply issues for the wastewater treatment plant (WWTP). He said the blower building should be finished in the next couple of weeks, work to connect lagoon piping was underway, and lift-station liners were scheduled for the week of Oct. 21. He cautioned that, although the contractor Boomerang’s schedule still shows substantial completion by Dec. 1, the project may need extensions for tasks such as seeding and other closeout items and that collecting liquidated damages ($500 per day) can be complicated.

Council also approved Change Order #3, which provides a $5,000 credit to the project, and approved Pay Application #12 to authorize the next contractor payment. Both actions passed unanimously. The bond resolution passed unanimously as well; the resolution includes authority to levy taxes to repay the General Obligation Sewer Improvement Bonds.

City officials framed the actions as steps to keep the project funded and moving while acknowledging remaining schedule risk. The council did not set any new completion date beyond the contractor’s timetable but instructed staff to continue monitoring progress and contract compliance.

The council’s vote on the resolution and approvals were recorded as carried by 5-0 tallies. Next steps include continued construction oversight, tracking any contractor requests for time extensions, and processing the bond issuance paperwork.
