Taylor council approves consent items, industrial-park rules, multiple property transactions

The Taylor Town Council approved several routine and land-use items at its Feb. 6 meeting, including the bundled consent agenda, adoption of restrictive covenants for the Taylor Airport Industrial Park, acceptance of the Phase II final plat, authorization to sell three airport-park lots and authorization to purchase a separate parcel near State Route 77.
Council approved the consent agenda—January meeting minutes, the January check register, intergovernmental agreements with Navajo County for election services and for flood control project funding, and a grant agreement with the Arizona Department of Transportation (ADOT) for the Cessna Loop paving project—on a single motion by Council Member Lynn Dewitt, seconded by Vice Mayor Bill Baldwin. The motion carried unanimously.
On land-use and property transactions, the council adopted covenants, conditions and restrictions (CCRs) for the Taylor Airport Industrial Park that add development standards beyond zoning (landscape frontage requirements, solid fencing rather than chain-link without slats, prohibition of self-storage, scrap yards and porta-johns, and a requirement that utility lines be placed underground). The CCRs were adopted on a motion by Council Member April Williams and passed unanimously.
The council also accepted the Phase II final plat for the airport industrial park (lots 12–23), which the town will record with the county; the motion to accept and record the plat was made by Council Member Kris Neff and carried unanimously.
Separately, the council accepted an offer to purchase lots 9, 10 and 11 (parcel numbers 205-54-009, -010 and -011) and directed the manager to execute the purchase contract and closing documents. The motion, made by Council Member April Williams and seconded by Lynn Dewitt, identified a buyer named Lynn Hatch and listed a sale price of $136,000; the motion also required the buyer to split closing costs 50/50 with the seller. The transcript does not specify whether $136,000 is the total price for all three lots or a per-parcel price.
Finally, the council authorized Manager Gus Lundberg to execute a purchase contract for parcel 202-23-101A near SR 77 and 19th South at a price recorded in the motion as $1.5 million. The motion describes the parcel as 17.24 acres; an earlier agenda line listed 17.5 acres. Closing costs were to be split 50/50 with the seller. The motion was made by Council Member Jason Brubaker and seconded by Vice Mayor Bill Baldwin and passed unanimously.
