Council directs use of CMaR delivery model for new Public Works building

Public Works Director Arnold reviewed delivery-method options for a proposed new Public Works building at the Dec. 16 work session, outlining Design-Bid-Build, Construction Manager-Agent (CMa) and Construction Manager at Risk (CMaR) approaches.
Arnold said staff favored either a CMa or CMaR approach and stated the CMa would be his recommendation for maximum city involvement. Council members, after discussion, directed staff to use the CMaR model to reduce staff time and provide additional risk coverage.
No formal procurement contract was awarded at the session. City staff will proceed with planning under the CMaR model and return to the council with procurement steps and schedule.
