Mantorville council approves moving forward with Small Cities Development Program preliminary application

SEMMCHRA representative reported the city’s allocation rose to $431,250 and, with local partner funds, totals $451,250 to support roughly 15 housing rehabilitations; council voted 4–0 to proceed with the preliminary application.
Nick Koverman of SEMMCHRA told the council the Small Cities Development Program allocation for Mantorville increased from an initial $316,250 to $431,250; combined with the city’s pledged $10,000, SEMMCHRA’s $5,000 and Dodge County’s $5,000, the working total is $451,250. Low- to moderate-income homeowners could receive a seven-year forgivable loan up to $25,000; leverage of other funds would be required only if project costs exceed that amount.
Koverman asked the council to approve a resolution to proceed with the preliminary application. Councilmember Jeffrey Ingalls moved and Councilmember Jessica Bradford seconded a motion to move forward with the preliminary application; the motion carried 4 ayes / 0 nays. Koverman said if the city is competitive it will be invited to submit a full application due at the end of February.
The council’s commitment at this stage is to pursue the preliminary application; full program participation and the number of rehabilitations will depend on the competitive review and final award.
