Crown Point approves maintenance bond conversions, raises Surf Internet bond and will advertise for Community Crossings road bids

The Crown Point Board of Public Works & Safety on March 4 approved several engineering and contracting actions, including the release of three developer performance bonds and acceptance of corresponding maintenance bonds for Heather Ridge phases, an increased surety requirement for Surf Internet, and authorization to advertise for bids under INDOT's Community Crossings Grant program.

Engineering Superintendent Doug Brite asked the board to release performance bonds and accept maintenance bonds as follows: Heather Ridge Phase 2 — release performance bond $1,070,514.50 and accept maintenance bond $535,346.00; Heather Ridge Phase 3 — release performance bond $176,000.00 and accept maintenance bond $183,240.50; Heather Ridge Phase 4 — release performance bond $65,688.00 and accept maintenance bond $177,741.50. The board approved the requests by unanimous voice vote.

Public Works Director Terry Ciciora requested and the board approved increasing Surf Internet's bond from $50,000 to $100,000 through April 22, 2027. Ciciora said Surf Internet had been suspended from work since fall 2025 pending repairs to city infrastructure and that the increased bond would remain in place until Surf completes required work.

Economic Development Director Greg Falkowski requested permission to advertise for bids on 10 road segments for submission to INDOT's Community Crossings Grant program. Falkowski said the state added $75 million in additional Community Crossings funding this session and instructed communities to submit bids; there is no guarantee of award, but bids are expected back in April and, if awarded, funding could be available as soon as May 2026. The board unanimously approved advertising the road solicitations.

All motions passed by unanimous voice vote; staff will return with bid results or further bond documentation as needed.
