Crown Point board recommends awarding $58.994M wastewater plant contract; water and lead‑line projects updated

The Crown Point Board of Public Works & Safety voted March 4 to approve a bid recommendation that would award the Southeast Wastewater Treatment Plant project to the apparent low bidder, Thieneman Construction, at $58,994,000 pending final legal review and financing through the State Revolving Fund (SRF).
Al Stong of Commonwealth told the board that two bids were received and that the Indiana Finance Authority’s SRF staff had expressed a level of comfort with the bids and the city’s ability to finance the work. Stong said the city’s existing bond ordinance, when considered alongside outstanding bonds and project costs, appears to contain sufficient capacity to complete all phases of the project.
The board also unanimously approved issuing a tentative notice of award that would allow the contractor to order long‑lead equipment and materials at its own risk before loan closing. Stong said the tentative notice is intended to protect prices but is contingent on successful SRF closing and final legal signoff.
Stong updated the board on related water projects: a pre‑closing for SRF financing for a new 24‑inch water supply line is scheduled for mid‑March with final closing currently set for March 31, 2026, at which time a notice of award and notice to proceed would be issued. He reported two lead service line replacement efforts are underway — construction in phase 1 and fieldwork/design in phase 2 — and that customers have been cooperative; he expects fieldwork to finish in about two to three months before replacement work funded by grants begins.
Stong also said the city had received notification that Representative Mrvan secured $1,000,000 through the Section 219 program to fund sewer rehabilitation in Imperial Heights, and he reminded the Board that a previously identified obstruction on Main Street for the Downtown Interceptor Project remains subject to an updated INDOT permit before that work can proceed.
The board’s approvals were recorded as unanimous voice votes. Legal review and confirmed SRF financing were listed as conditions for moving from recommendation to final contract award.
