North Mankato council approves routine items, accepts paving bid and authorizes bridge grants

The North Mankato City Council on Feb. 3 approved a package of routine and project actions, including consent items, a bid acceptance for paving work, and two grant authorization resolutions for a Spring Lake Park trail bridge replacement.
On contracting, the council accepted W.W. Blacktopping as the low bidder for the Base Bid and Alternate Bid No. 1 on the 2025 Street & Miscellaneous Paving Improvement Project (City Project No. 24-06 DEF). City Engineer Sarff reported W.W. Blacktopping’s Base Bid was $412,242.30 and Alternate Bid No. 1 was $102,174.50; staff recommended awarding the Base Bid plus Alternate 1 because available budget funds can cover those items. Council adopted Res. No. 13-25 accepting the bid; Peterson, Oachs, Whitlock and Carlson voted aye.
The council also set two public hearings for Feb. 18, 2025, at 7 p.m. The first is for Ordinance No. 183 (adding Section 150.10 Fire Protection to Chapter 150), which Community Development Director Fischer said would allow inspectors to perform firewall inspections at the time of sale and require corrections if needed; Fischer noted the change does not exceed requirements of the International Building Code but incorporates IBC language into city code for clearer enforcement. The second hearing will consider a housekeeping ordinance compiling recently passed ordinances into the city code and updating penalties; Administrative Services Manager-City Clerk Van Genderen said minor clean-up changes may be made during codification.
On parks funding, the council adopted Res. No. 15-25 and Res. No. 16-25 to authorize 2025 funding applications for the Minnesota Department of Natural Resources Federal Recreational Trail Program and for the Outdoor Recreation Grant Program to support the Spring Lake Park trail bridge replacement. Public Works Director Arnold said the bridge was on the capital improvement plan and the grants would help fund replacement costs.
In open forum, resident Tom Hagen reiterated concerns about non-disclosure agreements and urged the city not to construct a new Public Works building; City Administrator McCann responded that NDAs allow companies to examine property without property owners driving up asking prices.
