The Royalton City Council on May 5 adopted updated Planning and Zoning bylaws and approved several land-use procedural actions.
Greg Gallus, Planning and Zoning Chairperson, introduced the updated bylaws and the council voted unanimously to accept them. Gallus also recommended approval of a one-time split for a parcel along South Hawthorn Street (PID 44.0068.000, Haney); the council approved that split by unanimous vote.
Council members set a public hearing for a conditional use permit for property PID 44.0237.000 (408 2nd St South; applicant Scott Kalis) for June 2, 2026 at 7:15 p.m. Separately, the council set a special meeting for May 20, 2026 at 6:30 p.m. with a variance hearing for PID 44.0075.003 (520 7th St SE; owner Bruce Kloss) scheduled for 6:35 p.m.
The bylaws adoption updates the governing procedures for the Planning and Zoning board; the minutes do not provide the text of the bylaw changes. The one-time split was approved as recommended by the Planning and Zoning Chairperson. The scheduled hearings will provide formal public-review opportunities under the city’s land-use process.
