The Royalton City Council on May 5 approved a new pay scale recommended by David Drown and Associates and created a Streets and Parks Lead position within Public Works.
Tessia Melvin of David Drown and Associates presented the Compensation and Classification study and recommended updating pay scales to align with similarly sized cities and creating the new lead position. The council voted unanimously to implement the new pay scale, reclassify Shawn Richter from Public Works Assistant to Streets and Parks Lead under the Public Works Supervisor, and to align all step increases to occur in June rather than on employees’ anniversary dates. The changes take effect May 30, 2026 for employees paid on the bi-weekly payroll and May 31, 2026 for police payroll.
City Administrator Rian Hofstad also introduced a Pay Scale Policy to codify pay grid adjustments, cost-of-living adjustments and the timing of step increases. Councilmember Sowada moved to adopt the policy and Verley seconded; the council adopted the policy unanimously.
The move consolidates several compensation changes into a single policy intended to standardize raises and timing across departments. The council did not specify projected annual budget impacts in the meeting minutes.
The council’s action concludes the formal adoption step; implementation details, including any budget adjustments or position descriptions beyond the reclassification of Richter, were not specified at the meeting.
