Decatur council approves RDA appointments, opts into housing preconstruction grant and advances two ordinances to Nov. 18

The City of Decatur Common Council on Nov. 4 adopted Resolution 2025-14 appointing members to the Northeast Indiana Regional Development Authority and approved Resolution 2025-15 to opt the city into the Housing Optimizers Preconstruction Grant Program.
During roll call and official business, Councilmember Tyler Fullenkamp moved to introduce and adopt Resolution 2025-14 by short title to approve the current RDA members, and Jenny Bowers-Shultz seconded. The council adopted the resolution; the resolution lists Andrew Briggs, James Kahn, Bob Marshall, Gene Donaghy and Jeff Turner as the current RDA members.
Councilmember Bowers-Shultz introduced Resolution 2025-15, the Housing Optimizers Preconstruction Grant opt-in, which City Attorney Anne Razo read by short title. The motion to adopt was seconded by Abby Wilder and was adopted.
The council also addressed two ordinances related to the 2026–2027 budget cycle. Ordinance 2025-17, the proposed 2026–2027 Capital Improvement Plan, was introduced by short title and adopted on its first reading after a roll call vote that passed 5–0. After that vote, Bowers-Shultz moved to table the ordinance until the Nov. 18, 2025 meeting; the motion to table was adopted.
Similarly, Ordinance 2025-18 concerning time for regular firefighters working in relief was introduced by short title, adopted on its first reading via a unanimous 5–0 roll call, and then moved and adopted to be tabled until Nov. 18, 2025.
Other routine actions included adopting the Oct. 28, 2025 minutes as emailed and a motion to pay claims presented to the council. The meeting adjourned at 7:24 p.m.
