Decatur council adopts year-end transfers, accepts $82,652 in encumbrances and approves HSIP appropriation

The City of Decatur Common Council on Dec. 16 approved a series of end-of-year financial moves and budget items, including transfers and a small additional appropriation for a federal HSIP matching grant.
At the start of the meeting Mayor Rickord called the council to order and the body adopted the Dec. 2 minutes. On motions by Council members, the council recorded Conflict of Interest Disclosure Statements and Certificates of Compliance with the municipal nepoticm policy and made several mayoral and council appointments a matter of record.
Finance actions were front and center. The council introduced and adopted Resolution 2025-18, which authorizes various end-of-year transfers. Clerk-Treasurer Eran Hackman presented a list of departmental encumbrances totaling $82,652.00 to carry into the 2026 budget year; Council member Jenny Bowers-Shultz moved to accept the encumbrances and the motion passed.
Later, during a scheduled public hearing, Hackman said the HSIP (Highway Safety Improvement Program) Matching Fund Grant was ahead of schedule and required an additional appropriation of $1,100.00. With no public comment, the council adopted Resolution 2025-19 to add the appropriation and then adopted Resolution 2025-20 to transfer $1,100 from the Decatur Redevelopment Commission to the HSIP Matching Grant Fund to cover the need.
Other administrative items included making mayoral appointments (Jeremy Friedt, Ron Storey and John Summers to the Redevelopment Commission; Joshua Zimmerman to the Adams County Regional Sewer District) and council appointments (Craig Russett and Aaron Rhymer to the Redevelopment Commission; Joshua Zimmerman to the Decatur Advisory Plan Commission) a matter of record. The council also authorized payment of claims as presented and adjourned at 7:24 p.m.
