Decatur City Council adopts Capital Improvement Plan, firefighter time rules and memorial resolution

The City of Decatur Common Council on Nov. 18 adopted Ordinance 2025-17, the 2026–2027 Capital Improvement Plan, and Ordinance 2025-18, an ordinance addressing time for regular firefighters working in relief, after second and final readings.
Jenny Bowers-Shultz moved to place both ordinances on their second readings by short title and then moved for adoption; Council Member Abby Wilder seconded both motions. City Attorney Anne Razo read each ordinance by short title. Each adoption passed on roll call 5-0.
The council also received and made a matter of record the Decatur Redevelopment Commission's Annual Spending Plan, a filing required under Indiana law, after City Attorney Anne Razo explained the statutory requirement and Matt Dyer moved to formalize the record.
Separately, the council introduced and adopted Resolution 2025-16 in memoriam of former Mayor John L. Schultz, who died Oct. 24, 2025. Tim Baker, who served as city attorney during Schultz's tenure, read the resolution in full. Matt Dyer moved to adopt the resolution and Scott Murray seconded; the motion was adopted.
