CEDA proposes trailhead, branding and park upgrades for Rushford Village; applies for grants

Rebecca Charles, representing CEDA, reviewed Rushford Village zoning and the community comprehensive plan at the Sept. 17 meeting and recommended several initiatives aimed at housing, recreation and community identity.

Charles said South Rushford would be suitable for new housing within the existing water and sewer district, while other parcels — including land north of Oak View Loop along Highway 43 and Lynn Mattson’s property near Highway 16 — may face constraints from floodplain, bluff protection and protected-agriculture designations.

She proposed creating a trailhead at the CRV Hall area with expanded parking, a bike-repair station, updated playground equipment, vending/snack machines, a restroom and the possibility of a small campground. Charles said grant money is available for such amenities and suggested coordinating with the Minnesota Department of Natural Resources and applying to regional grant programs.

Charles also reported she discovered grant funding opportunities for ambulance services and assisted Rushford with an application. Separately, she applied to the SMIF Rural Improvement Grant requesting $12,000 to replace the hall park merry-go-round and is awaiting notification.

Council members expressed interest but also cautioned about implementation. Council Member Robert Hart asked what branding would accomplish, noting past ideas were not always implemented; Acting Mayor Mike Ebner urged collaboration with neighboring communities rather than competition.

The council asked Charles to assemble information for a SMIF 2025 grant application and to return with cost estimates and implementation details if the council wishes to proceed.
