Rushford Village Council authorizes shot-rock purchase to repair streambank washed out in June flood

The Rushford Village Council on July 2 approved a purchase of shot rock to repair stream-bank erosion and crossing damage caused by flooding June 21–23.
Public Works/Maintenance Supervisor Trenten Chiglo told the council one float at the village lift station had intermittently failed during the weekend following the storms, triggering a high-water alarm; he replaced the float and ordered two replacement floats from MN Pump Works while Norman’s Electric will wire the replacement. Chiglo estimated at least $5,000 in damage from the flood and reported that stream-bank material along Gilbertson Road had washed away and was very close to the roadway. Rip rap on both sides of the Benson Lane Missouri Crossing also washed out, and trees and displaced rock required cleanup and grading.
Chiglo said he had spoken with the Minnesota Department of Natural Resources about the needed permit and that the DNR appeared unlikely to favor gabion baskets because of their appearance; Fillmore County staff — according to Clerk Mary Miner’s account of a call with county staff Don Kullot — recommended using rip rap now and reserving discussion of gabion baskets for the FEMA process. The council discussed material options with Chiglo and a Bruening Rock representative and, citing larger rock size and expected stability, agreed shot rock would be preferable.
Council approved a motion to purchase 7–12 loads of shot rock from Bruening Rock for Gilbertson Road and Benson Lane and directed Chiglo to update the DNR permit application to reflect the work. The motion was made by Mike Ebner and seconded by Robert Hart and carried.
The council instructed Miner and Chiglo to document employee and equipment hours and take photographs of damaged areas to support any FEMA damage claim. No dollar amount for the rock purchase was recorded in the meeting minutes; Chiglo’s cost estimates for rock types during the discussion ranged from about $225 to $350 per load depending on type and size. The council did not take additional formal action on long-term bank stabilization at this meeting.
