Rushford Village council reviews 2025 budget, approves August financials and schedules Truth-in-Taxation meeting

The Rushford Village City Council on Sept. 3 approved routine financial items, reviewed a proposed 2025 budget that currently shows an estimated $33,000 shortfall and scheduled the Truth-in-Taxation public meeting for Dec. 3 at 6:45 p.m.
Treasurer Judy Graham and Clerk Mary Miner presented August financials: expenses of $42,618.23 and receipts of $10,465.64, with outstanding checks totaling $16,472.04 and a bank balance of $348,492.96 as of Aug. 31. The council approved the financial report (motion by Mike Ebner; second by Travis Link). The minutes record estimated September receipts of $9,000 and estimated expenses of $40,000.
On budget planning, Miner outlined proposed 2025 disbursements of $724,343 and proposed receipts of $691,529, a gap of roughly $33,000. The proposed levy is $535,000, unchanged from the 2024 final levy. Other 2025 planning figures noted in the minutes include budgeted health insurance costs of $1,500 per month, proposed salary increases of 3 percent plus step increases, a proposed $2,000 PTO severance accrual, a reduced shed-remodel line of $24,000 (down from a previously mentioned $30,000), and a proposed F-450 vehicle at $87,000 with $25,000 to come from certificates of deposit. The minutes record council members expressing concern that the budgeted part-time hourly rate ($15/hour for 10 hours per week over eight months) may be insufficient.
The council set the Truth-in-Taxation meeting date for Dec. 3, 2024 at 6:45 p.m. to allow residents to comment on the proposed levy prior to final adoption (motion by Mike Ebner; second by Travis Link). The council directed that the proposed 2025 budget be formally set at the Sept. 17 meeting.
Separately, the council addressed a parking request for Featherstone Farms’ Sept. 21 customer appreciation event. Because the CRV community center and its parking were already reserved, the council allowed temporary parking on the south side of City Park Road for the event and suggested Featherstone seek additional parking from MiEnergy and Croell (motion by Mike Ebner; second by Robert Hart). The minutes note concerns about muddy conditions if it rains and the campground access route.
