Rushford Village Council orders 2025 chip-seal quote package after consultant outlines cost gap with full repaving

Derek Olinger of Bolton & Menk presented a map and cost estimate to the Rushford Village City Council on Oct. 15 as the council weighed options for preserving neighborhood streets.
Olinger told the council the remaining streets recommended for chip sealing include Plummer (Main to Darr and Darr to East), Prospect, Darr, Money Creek (chip seal), Laura Lane, Hayes, Goodrich (Main to 640 feet east), Sherwood and Meadow Avenue (Hayes to T.H. 16). He estimated the 2025 chip-seal scope at about $55,260 and suggested adding the CRV hall parking lot would be “a fairly inexpensive addition” that might be appropriate if the town pursues a grant to connect the bike trail to the hall.
The consultant described double chip sealing as a lower-cost, lower-durability surface than full asphalt resurfacing. Olinger said double chip sealing runs roughly $4–$5 per square yard while a full four-inch asphalt overlay would be roughly $20 per square yard. He recommended chip sealing for low-volume roads and noted that heavily oxidized pavements or segments with many cracks (he identified some sections of Oak View Loop and a short stretch of North Money Creek) are unsuitable for chip sealing and will need full repaving in the future — he estimated those repairs could cost $400,000–$450,000 when scheduled.
Public Works Supervisor Trenten Chiglo reported recent rock placement at Gilbertson Lane and said road rock deliveries and ditch mowing are nearing completion. Olinger added technical cautions: double chip sealing can leave more loose stone initially and will not restore structural pavement integrity where the base is failing; some stretches may need milling and reconstruction before a lasting surface can be applied.
After the presentation, the council voted to have Olinger assemble a formal chip-seal quote package for the council to review this winter (motion by Council Member Robert Hart, second by Council Member Travis Link). The council also noted the 2025 proposed budget includes $56,000 for chip sealing.
