Lapeer County sets 2026 millage at 6.95 after Truth in Taxation hearing

The Lapeer County Committee of the Whole voted June 11 to set the county'wide 2026 millage at a total rate of 6.95 after holding a Truth in Taxation public hearing.
Chairman Gary Howell opened the hearing at 9:24 a.m.; Bill Griffin of the Equalization Department presented details and four citizens spoke during the public comment period before the hearing closed at 10:07 a.m. An initial motion to set the rate at 6.86 failed on a 3-3 tie. A subsequent motion by Commissioner Bryan Zender, supported by Commissioner Greg Wise, to set the rate at 6.95 passed on a 5-1 roll call vote with one absence.
The board later rescinded the earlier motion and adopted a final resolution that sets the general operating mill at 3.4871 and records the full breakdown as: 3.4871 allocated mills; 0.3127 voted MCF; 1.1655 voted EMS; 0.3832 voted Senior Citizen; 0.1824 voted Veterans Services; 1.4191 voted Law Enforcement, totaling 6.95. The motion to set those mills passed on roll call 6-0 with one absence. The board authorized the chairman and the county clerk to sign the L-4029 form to submit the rates to the Michigan Department of Treasury.
Why it matters: the millage rate determines property tax collections for county operations and the allocation and continuation of several voted millages for services such as EMS, veterans services and law enforcement. The board's adoption followed the statutorily required Truth in Taxation hearing and included both public comment and multiple formal roll-call votes.
The meeting record shows Administrator Moses Sanzo will consult corporate counsel regarding how Truth in Taxation affects extra voted millages; the Board scheduled an Administrator contract review for its August 27, 2026 regular meeting.
