The Standing Committee for Governmental Operations voted to forward an ordinance to the full Richmond City Council that would replace the city code with an updated recodification and provide a process for future supplements.
RJ Warren, council chief of staff, introduced ordinance 2026‑160 as a mandatory five‑year recodification required by the city charter and state code. "Once it's adopted, the city code will be replaced with this newer version," Warren said, noting the draft includes ordinances adopted through October 2025 and that a supplement will be issued about 90 days after adoption to capture more recent actions.
Committee members asked procedural questions about the schedule and where the public can review the proposed code. Warren said the full draft and a summary prepared by the city attorney’s office are attached to the ordinance packet on the committee meeting page and the agenda for the next formal council meeting.
Chair Jordan moved to forward the ordinance to the full council with a recommendation to approve; a colleague seconded the motion and the committee voted to approve the recommendation.
The recodification will replace redundant or reserved sections, update citations and incorporate legislation adopted through the cutoff date specified in the draft; the council will consider the ordinance at a future full‑council meeting.
Next steps: the committee’s action forwards the ordinance to the full council for formal consideration and possible adoption.
