Council authorizes notice and bidding timeline for 2026 Street Improvements after V&K update

Veenstra & Kimm staff presented Phase 2 of the city’s street program to the Winterset City Council on April 6, and the council approved formal steps to solicit bids for the 2026 Street Improvements.
Ben Klaus of Veenstra & Kimm and project engineers described planned mill-and-overlay work on N. 8th Ave (Jefferson to Highway 92) with a pedestrian crossing to serve the Fareway grocery, work on John Wayne Drive (Green to Highway 92), and a possible change order to extend John Wayne Drive work from Washington to Summit. The firm recommended abandoning a 4th Avenue overlay after core sampling showed the pavement lacked sufficient structural integrity for a 2" overlay; the presentation noted areas of concrete replacement will be required in some locations.
On that basis, Council Member Mike Fletcher moved to adopt Resolution No. 2026-19 to provide notice of the hearing on proposed plans, specifications, and estimate of cost and to advertise for sealed bids; Council Member Michael Eller seconded and the vote was unanimous. The council fixed bid security at 5 percent, set the bid-opening for April 29, 2026 at 2:00 p.m. at City Hall and scheduled the hearing and bid consideration for May 4, 2026 at 7:00 p.m.
The resolution delegates responsibility to the City Clerk to receive and announce bids and directs that notice be published in the city’s newspaper of record within statutory timelines. The presentation and resolution together advance the project from design and study toward contractor selection and construction procurement.
