Council Member Michael Eller moved to adopt Resolution No. 2026-17 establishing the proposed levy; Council Member Christopher Fairholm seconded and the roll call was unanimous. Council Member Mary Ann Orr noted the levy rate is falling from $16.40 to $16.14, a point of clarity she raised during consideration.
The action follows statutory notice requirements under Iowa Code 384.15A and related sections; the resolution states the city published the notice in the Madisonian and on the city’s website and Facebook page as required. The council also approved Resolution No. 2026-18 setting the date and time for a public hearing and adoption of the FY2026–27 budget for April 20, 2026 at 7:00 p.m. at Winterset City Hall and directing publication of the required notice.
The measures were adopted by unanimous roll-call votes. No amendments or dissenting comments were recorded during the votes; public comment earlier in the meeting included a resident raising unrelated concerns about the Fieldhouse, cemetery responsibilities and the RFP process.
Next steps: the city will publish the budget hearing notice as required; council action to adopt a final budget follows that hearing.
