Dubois County Council approves $1.14 million transfer to restricted highway fund, authorizes ARPA and salary changes

The Dubois County Council on Dec. 30 adopted a series of budget and personnel measures, including a $1,139,566.77 transfer into the MVH Highway Restricted Fund, an ARPA reallocation to cover health insurance costs, and amendments to the 2025 Salary Ordinance.
Auditor Sandra L. Morton presented Resolution 2024-20 to move $1,139,566.77 from the MVH Highway Fund (Fund 002-1176) into the MVH Highway Restricted Fund (Fund 060-1173). The resolution cites the state requirement that at least 50% of Motor Vehicle Highway distributions be posted to the restricted fund and notes that any amount allocated above 50% must remain in the restricted fund until expended on construction, reconstruction, or preservation. Ryan Craig moved to approve the resolution; Meredith I. Voegerl seconded, and the motion carried 6-0.
Morton also requested a transfer of ARPA appropriations to cover health insurance costs: $68,058.53 from the Revenue Loss category and $105,350.58 from the H.E.L.P. Grant, totaling $173,409.11, to be moved into Personal Services for health insurance. Alex P. Hohl moved the transfer; Sonya Haas seconded, and the motion carried 6-0.
On personnel matters, the council approved an amendment to the 2025 Salary Ordinance to increase pay for two newly hired courthouse security officers in the Sheriff/Jail area to $1,929.86 bi-weekly so their wages match an existing third security officer. The council was told an additional appropriation related to that change will be advertised and presented at the Jan. 21, 2025 meeting; the higher wage is effective on the Jan. 3, 2025 pay date. The council also approved setting Community Corrections Maintenance pay at a $23.00 per hour maximum, with the position to begin Jan. 6, 2025. Ryan Craig moved both salary amendments; Meredith I. Voegerl seconded each motion, and both carried 6-0.
Auditor Morton asked the council to authorize President Michael W. Kluesner to approve any remaining budgetary transfers needed before the end of the year; the body reached consensus that Kluesner may approve such transfers after notifying the full council. Morton informed members that the 2025 Budget Order has been received from the Department of Local Government Finance.
The council approved the minutes from its Dec. 16, 2024 meeting by voice vote (Ryan Craig moved; Sonya Haas seconded) and adjourned at 9:40 a.m. after a motion by Doug Uebelhor and a second from Ryan Craig.
