Council approves jail and vehicle appropriations, amends salary ordinance; tables Community Corrections staffing request

At its Nov. 18 meeting the Dubois County Council approved several budget moves and personnel items and postponed a staffing decision for Community Corrections.
Community Corrections Director Wyatt Madden asked the Council to transfer $5,271.31 within the Misdemeanant Fund to reallocate money from Jail Academy Training into a Community Corrections administrative assistant, comp time payout, PTO payout and benefits. Ryan Craig moved to approve the transfer, Deena Lewis seconded, and the motion carried unanimously.
Auditor Sandra L. Morton requested an additional appropriation of $100,000 from the General Fund for jail services — $60,000 for utilities and $40,000 for inmate medical — and $14,000 from the CUM CAP Fund for outfitting sheriff cars. Both requests were moved by Ryan Craig, seconded by Meredith Voegerl, and carried unanimously.
Morton also requested and the Council approved an amendment to the 2024 Salary Ordinance to add a part‑time Records Librarian in the Commissioners’ budget to scan older meeting documents and minute books; the position will be paid up to $15.00 per hour and will work a maximum of 20 hours per week for the remainder of 2024. Deena Lewis moved the salary ordinance amendment, Sonya Haas seconded, and the motion carried unanimously.
Madden described a recommendation from the Community Corrections Advisory Board to add two night‑shift correctional officers and presented supporting data; the Council reached consensus to table that staffing request until January 2025 for further consideration. Auditor Morton also presented the 2025 Budget 1782 Notice and the Council made no changes.
