Lapeer County committee adopts updated emergency management advisory council procedures

The Policies and Procedures Committee on Feb. 20 approved updated operational procedures for the county Emergency Management Advisory Council/Local Emergency Planning Committee to reflect required representative positions and set four-year appointment terms beginning with positions expiring Dec. 31, 2026.
Emergency Management Coordinator Sarah Whaley told the Lapeer County Policies and Procedures Committee on Feb. 20 that the county’s Emergency Management Advisory Council/Local Emergency Planning Committee (EMAC/LEPC) procedures had not been updated in about 20 years and presented proposed revisions to modernize membership, appointments and terms. The committee discussed which representative members are required and how appointments and terms should be handled under the Michigan Open Meetings Act, and agreed the changes would not affect quorum for meetings.
Commissioner Gary Howell moved, and Commissioner Ian Kempf supported, a motion to approve the updated EMAC/LEPC Operational Procedures as presented, to authorize the chairman to sign the document, and to set appointed terms at four years for positions expiring Dec. 31, 2026. The motion carried unanimously.
The approved language ensures required positions are specified in the county procedures and aligns appointment terms with the committee’s recommendation. Chairman Greg Wise will sign the updated procedures as authorized by the committee.
