Logan council sets March 16 public hearing on sale to TMR-John 3:16, LLC; approves consent agenda

Mayor Clint McDonald called the Logan City Council meeting to order at 6:00 p.m. on Feb. 23, 2026, and the council approved the agenda and consent agenda before taking up other business.
Council Member Troshynski moved to approve the meeting agenda; Council Member DeWitt seconded and the motion passed with four ayes. The consent agenda — which included the Feb. 9, 2026 minutes, setting the next meeting date for March 2, 2026, the claims register and building permits for Ryan Foutch (209 N Maple Ave, basement wall replacement) and Court Oviatt (421 S Maple Ave, temporary fence) — passed on a motion by Council Member Moss and second by Council Member Hinkel with four ayes.
The council approved Resolution 26-2 to set a public hearing on the proposed sale of city real estate to TMR-John 3:16, LLC for March 16, 2026, at 6:00 p.m. Council Member Hinkel moved the resolution and Council Member DeWitt seconded; the motion carried with four ayes.
Brianne Niedermyer of the Logan Community Foundation updated the council on Foundation activities, noting the Foundation’s gala is scheduled for March 21, 2026, that the Foundation has launched a new website, and that it has several projects planned for 2026.
Council discussed planning for the city’s 4th of July celebration and a future housing development opportunity. Mayor Clint McDonald appointed himself and Council Members Hinkel and Sporrer to the Community Betterment Committee to consider the housing matter further.
Clerk Winther reported progress on the budget work session and said staff are close to uploading figures from budget worksheets into the city’s budgeting system. The record notes there were no citizen questions or comments at the meeting.
The council reviewed the claims register totaling $26,883.71, which included payroll checks of $10,663.10 and other line items such as IPERS ($4,208.14) and Wellmark Health Insurance ($4,303.70). Fund totals recorded in the minutes included General Fund $6,891.96; Library Fund $972.52; Road Use Fund $4,434.87; Employee Benefit Fund $2,099.76; Water Fund $7,636.00; and Sewer Fund $4,848.60.
On a motion by Council Member Hinkel, seconded by Council Member Troshynski, the council adjourned at 6:40 p.m.; Deputy Clerk Karen Androy attested the minutes and Mayor Clint McDonald signed them.
The council set a public hearing for March 16, 2026, at 6:00 p.m.; the next regular council meeting was set for March 2, 2026.
