Lisbon council approves Halloween closures, hears library reopening and department reports

The Lisbon City Council on Oct. 13, 2025 approved road closures for the city’s Halloweentown event and set trick-or-treating hours for Friday, Oct. 31, 2025, from 5–7 p.m., and received routine departmental reports from public works, parks and recreation, the library, the police department and the city administrator.
On a motion by Rick Scott, seconded by John Bardsley, the council approved the Halloweentown street closures and trick-or-treat hours; the motion passed 4-0. Earlier in the meeting the council also approved the consent agenda covering the Sept. 22 minutes, the list of bills and the September treasurer’s report.
Public Works Director Travis Bagby reported that crews hauled sludge, completed electrical and concrete work, conducted cemetery cleanup and completed water-line installation at the new well; street and sewer work are the next steps for that project. Parks & Recreation Director Drayton Kamberling said football and soccer seasons had finished and that girls’ basketball will begin soon; he reiterated that Halloweentown events are scheduled for Oct. 31 from 5–7 p.m. downtown.
Library Director Elizabeth Hoover de Galvez told the council that shelving installation is underway after the demolition of old shelving, and the library is scheduled to reopen on Oct. 21; she listed upcoming events including an author reading, a writers’ workshop, a hike, cooking classes and a farm story time. Council member John Bardsley noted the library is close to its signup goal for the Dolly Parton Imagination Library and said fundraising will be planned.
Police Chief Jason Blinks submitted his report to the council; the minutes note the report was submitted but provide no additional details. City Administrator Brandon Siggins urged residents to be careful when burning, described ongoing footing/building inspections and nuisance efforts, noted an interview panel for police candidate interviews, and said grading on the sports complex fields is complete; he also stated that road extension signs and yard-waste pickup were delayed until the following day.
The meeting adjourned at 7:25 p.m.
